Border Management Consultant – Needs Assessment in North Macedonia

About the role

The International Organization for Migration (IOM) seeks two border management experts to conduct a comprehensive needs assessment for North Macedonia. Working closely with the Ministry of Interior’s Border Police, the consultants will identify gaps and propose evidence‑based recommendations to modernise and digitalise border infrastructure, equipment, systems and procedures.

Key responsibilities

• Analyse current border management processes, coordination models and EU standards compliance.
• Assess technical infrastructure, surveillance systems and ICT solutions across Border Police structures.
• Identify priority needs for modernisation and digitalisation, including equipment and operational procedures.
• Prepare a detailed report with concrete, evidence‑based proposals and recommendations.
• Collaborate as a team, defining complementary roles and ensuring alignment with national legislation and EU recommendations.

Required profile

• Proven experience in border management, migration, or related security fields.
• Familiarity with EU border standards and coordination models.
• Experience conducting technical assessments and delivering actionable recommendations.
