Migration Governance & Legal Expert Consultant

About the role

The consultant will work under the regional project “Leveraging the Potential of Diaspora to Advance EU Accession and Labour Mobility in the Western Balkans (2025–2027)” and will support national institutions with an independent feasibility assessment of a comprehensive Migration Management Law for North Macedonia.

Key responsibilities

• Examine the current legal, strategic and institutional framework for migration governance in North Macedonia.
• Identify gaps, overlaps and coordination challenges in the existing legislation and institutions.
• Analyse comparative experiences from EU Member States and accession countries and assess alignment with the EU acquis and international standards.
• Provide evidence‑based recommendations on the feasibility, scope and possible structure of a comprehensive Migration Management Law.

Required profile

• Advanced university degree in law, public administration, migration studies, political science or related fields.
• Minimum 10 years of professional experience in migration governance, migration law or legislative reform, including legal analysis and policy assessment.
• Demonstrated experience with EU migration acquis and supporting EU accession reforms.
• Fluency in English and Macedonian (both mandatory).
