Police Adviser (S2) – International Mission

About the role

The OSCE is seeking a senior Police Adviser (S2) to support public safety reform and internal affairs within the host‑country police sector. The role involves providing strategic guidance, mentoring national counterparts, and ensuring alignment with international policing standards.

Key responsibilities

• Advise programme leadership, the Ministry of Internal Affairs and partners on analysis, development, implementation and evaluation of policing programmes, including reform, training and crime‑prevention initiatives.
• Support improvement of police capacity, effectiveness, integrity and accountability within the mission’s framework.
• Assist in implementing criminal‑justice and police‑reform projects, responding to identified needs from OSCE and national partners.
• Prepare early‑warning reports on emerging security issues and help design appropriate action plans.
• Monitor and mentor national counterparts in applying new police legislation and reform strategies.
• Facilitate meetings and working groups to improve inter‑ethnic relations and report outcomes through established channels.

Required profile

• Graduation from a recognised police training school and at least 10 years diversified police experience, including 12 months operational experience in a relevant field.
• Excellent physical condition, valid driving licence (manual transmission) and ability to work in challenging environments.
• Very good oral and written English communication skills and knowledge of International Police Standards and human rights.
• Professional fluency in English, cultural sensitivity, gender awareness and ability to work impartially with diverse stakeholders.
• Experience in strategic and operational change programmes, project management and facilitation within police organisations.

Required skills

• Computer literate with practical experience using Microsoft applications.
• Ability to perform first aid.
