Local Migration Governance and Legal Expert(s)

About the role

The International Organization for Migration (IOM) seeks an expert to support North Macedonia’s EU accession process by assessing the feasibility of a comprehensive Migration Management Law. The consultant will analyse the current legal and institutional framework, identify gaps, and provide evidence‑based recommendations.

Key responsibilities

• Map and analyse existing migration‑related laws, policies, institutions and coordination mechanisms.
• Identify legal, institutional and operational gaps, overlaps and coordination challenges.
• Review EU acquis, international standards and good European practices for alignment.
• Conduct comparative analysis of migration governance models from selected EU Member States and accession countries.
• Assess the feasibility, added value and potential implications of introducing a Migration Management Law.
• Develop draft and final feasibility assessment reports, incorporating stakeholder feedback and policy options.
